Sri Lanka CERT Initiates a Cyber Security Capacity Building Program

Many government organizations increasingly rely on digital government systems (e-administrative systems, computer networks and Internet) to maintain essential services and to serve their businesses and customers. Although digital government initiatives promise tremendous benefits for citizens and government, they also bring threats of various cyber-attacks such as malware attacks, Internet infrastructure attacks, and denial of service attacks. Cyber-attacks on digital government services can cause significant disruptions to the public service delivery, and thereby destroy public confidence. To address this, it is necessary to ensure the availability of a carder of knowledgeable staff in government organizations to protect, detect, defend and respond to these cyber-attacks.

In this context, Sri Lanka CERT has initiated and in the process of implementing a project to develop the capacity of the government officers on cyber security. It is expected to train 10,000 government officers over a period of three years from 2020 to 2023.

The delivery of this training program will be through a Training of Trainers (TOT) approach and also emphasized the importance utilizing the government resource (training centers) at maxim level. The trainings will be conducted across the country covering all type of government organizations.

Project Objectives

  • To develop a pool of Information Security Trainers to train government officers on Information Security.
  • Train executive grade government officers on information security.

Progress up to now (15.06.2021)

  • Discussion going on to sign MoU with SLIDA and SLILG.
  • Sri Lanka CERT is in the process of developing the curriculum and course content.
